A Child Development Permit is an early childhood education credential issued by the California Commission on Teacher Credentialing. It authorizes service in the care, development, and instruction of children in a child care and development program. These permits are required for individuals working in a state funded (in a school district) or federally funded (head start) child care and development program with children ages 0-5 and/or ages 5-12 (expanded learning programs). There are multiple levels within the structure of these permits that authorize different levels of care and instruction for young children, as well as supervision of child care and development programs.
Early Childhood Education and Child Development Majors
This authorizes individuals to work with children in care, development, and instruction within a child care and development program. It verifies that the holder has met the requirements established by the CTC for assisting, teaching, or supervising in a child development program. The permit is required by Title 5 programs - including state funded programs (school districts) and federally funded programs (head start).
Elementary Education Studies Majors: School Age Emphasis Authorization
This authorizes you to provide all services authorized by your Child Development Permit and to provide services in the care, development, and instruction of children in before-school, after-school, and other school-age child care programs including Expanded Learning programs.
Education code §8303(a) provides that, "each person employed by a public or private agency in a position requiring a child development permit for the supervision and instruction of children... shall be deemed to be employed in a position requiring certification qualifications."
Renewals
Child Development Permits are issued for five years and are renewable for successive five year periods upon completion of 105 hours of professional growth. We offer certificate programs that students can obtain in order to recieve professional growth hours to renew your child development permit.
- 1 unit course = 15 hours
- 2 unit course = 30 hours
- 3 unit course = 45 hours

Funding Information
Funding is available for students that will pay for the application fee and reimursement for the live scan fingerprint fees through the child development permit stipend from the child development training consortium.
