Once every ten years, after the U.S. Census has been conducted, California redraws the political boundaries for its elected officials.The Citizen's Redistricting Commission, formed in 2008, assembles to redraw California's Congressional, State Senate, State Assembly and State Board of Equalization districts. Federal law stipulates that these districts must have roughly equal population and must not discriminate based on race or ethnicity.
The commission consists of 14 individuals: five Democrats, five Republicans and four Nonpartisan individuals. In order for redistricting lines to be approved, a minimum of three Democrats, three Republicans and three Nonpartisan members of the commission must agree to the lines.
